good morning. thanks for joining us on this sunday. i'm matt keller in for carolyn tyler. let's start with a first quick look at the weather. meteorologist lisa are jeb live on the abc 7 broadcast center roof. how is it looking? >> you know what, matt? it's dry right now but we have some showers offshore and flow is progressive. we have an unorganized system offshore that could spin in a few showers for your morning and we will look for the chance to remain throughout the day today. here is a look at the santa cruz mountains where the higher elevations could pick up mist and drizzle, 0.01 and further

into the north bay it's quiet and we do expect the possibility of hit or miss showers throughout the day. 56 in oakland, mountain view mid-50s for you and 54 on the coast. the rest of the day will feature the mild temperatures, cloudy skies, slight chance of showers. upper 50s at the coast to the upper 60s inland and around the bay and we will linger through tomorrow with a chance of showers and the work week ahead has some chances of rain. i'll show you my accuweather seven-day forecast in a few minutes. >> thanks, lisa. it will take a lot more rain to ease california's drought concerns. governor jerry brown signed a drought relief package designed to help californians and water agencies in these dry times. abc 7 news reporter little ylli has details. >> reporter: san francisco has been getting all of its drinking water from the hetch hetchy reservoir in yosemite for years. the city hopes to rely on groundwater, too.

the plan is to drill as many as six wells on the city's west side hoping a chunk of the project will be paid for by the drought relief money approved by governor jerry brown. betsy rhodes is a spokesperson for the san francisco public utilities commission. >> your money portfolio is better when it's diversified and so is your water. fort foal yo so we're looking to that. ground is set to break this foul. >> reporter: the san francisco puc will also be asking some of the drought money be used to fund a city program that will not just give away water-efficient toilets, faucets and shower heads but install them, too. the east bay utility district is focusing on recycled water it plans to put $1 million of drought relief money toward its east bay shore recycled water project which will supply 2.5 million gallons of retreated waste water. >> recycled water is usually used in irrigation, so household front yards, many highways, the irrigation system in front of highways and commercial buildings and many commercials want to use thcooli.

>> reporter: the drought relief package goes beyond water inf infrastructure projects. tens of millions of dollars will also pay for food and housing for farm workers and other people directly impacted by the drought. lillian kim, abc 7 news. nearly two dozen pg&e customers in los gatos are still without power. a large tree crashed to the ground yesterday afternoon snapping a power pole in half. the downed free blocked hutchinson road before it could be removed. power is expected to be restored by 3:00 this afternoon. high winds are blamed for this overturned modular home in livermore on highway 580, it happened just before 3:00 yesterday afternoon near north greenville road. the road was closed for two hours. no one was hurt. a portion of road in santa cruz will likely remain closed today after a heavy surf opened up a sinkhole. huge waves knocked out rocks from the sea cave and created the sink hole along west cliff drive. public works crews shut down the street to assess the damage.

one resident said erosion has been a problem for years. >> there used to be places to park on the other side of the fence but through the years they eroded away. there's lots of places where it's undercutting. >> currently eastbound west cliff drive from woodrow avenue is still closed to traffic. heavy surf blew a hole in a driveway on sunny cove drive bay. the house is vacant now. county crews have to figure out how safe it is for any future residents. as heavy as the surf was here it's nothing compared to what happened in santa barbara yesterday. man at the moby dick restaurant having breakfast caught this on his cell phone a huge wave broke through the windows shattering glass and scattering customers. the parking lot was also flooded. despite the damage, no one was hurt. it was just as bad in the nearby down of galita. heavy waves tossed this boat like it was a toy. two restaurant workers were hurt when waves crashed into a diner on the pier. one of the workers was swept away and got stuck under the

pier. both are expected to be okay. mandatory evacuations were lifted last night for residents of 60 homes in several foothill communities in los angeles county. four and a half inches fell in two days in monrovia. rivers and mudflows burned bare from last year's wildfires. yesterday's storm was so intense a tornado warning was issued for suburbs east of los angeles. you can track the rain in the bay area using live doppler 7 hd on our abc 7 news weather app, download it on our website abc7news.com/apps. we have breaking news to tell you out of oakland. police are investigating a shooting that left a woman dead around 9:30 last night around 78th and garfield avenues in eastmont. the woman was taken to the hospital where she died. no word on her identity. no arrests have been made. develop news, volunteers and searchers will pass out flyers in san rafael in hopes of locating a missing man,

93-year-old robert davis was last seen wednesday night and no one's heard from him since. abc 7 news reporter lisa amin gulezian has the details. >> reporter: ryan matthews has spent hours online. >> keep an eye out for this thank you. >> reporter: uploading pictures and sharing posts,'s trying to find his grandfather. >> i'm worried. yeah. i -- it's really difficult to try to visualize where he could be. >> reporter: robert davis had just finished his weekly dinner date with his daughter at marin joe's in corte madeira when he disappeared. he was supposed to drive straight home to san rafael but never made it. >> it was a rainy night and he he is 93, and he does get somewhat confused sometimes, has short term memory loss. >> we have no idea what he could have done and don't know why we can't find him. >> reporter: an air search thursday and ground search friday revealed nothing.

davis' family has driven 400 miles, searching back roads, ravines, valleys, anywhere they can think of, but still no sign of the world war ii veteran. davis is driving a 2001 silver toyota camry with a license plate number 4sey056. >> he can't drive forever. he has, there has to be an explanation to where he could be. you don't just vanish. >> reporter: davis has no cell phone and has not used his credit card. not calling his family after this long is something he simply wouldn't do. >> he's a creature of habit and always on time and he's happy and he always said "i'm going to live 'til i'm 100." >> reporter: volunteers and searchers will meet here at the san rafael police department at 9:30 in the morning. they'll be passing out flyers all over downtown. in san rafael, lisa amin gulezian, abc news. new this morning a report

finds the san francisco fire department's 911 response could be putting patient safety at risk. "san francisco chronicle" reports the fire department responds to only 72% of 911 calls seeking medical assistance. state requires an 80% response rate. the board of supervisors says the lack of investment in ambulances and medics are to blame. fire officials say it will request an additional $10 million next fiscal year for more medical staff, ambulances and other equipment. tonight is hollywood's big night. this is a live picture of the red carpet at the doleby theater where in just a few hours the oscars will be held. akiko fujita is there with a look at the nominees and who is most likely to walk away a winner. ♪ in the days of my youth >> reporter: it's down to a three-horse race for oscar gold. with "american histole" and "gravity" leading the pack. >> houston, do you copy?

now for the latest developments in ukraine. president obama spoke with russian president putin about the crisis and expressed his concern about russia's involvement. we get the latest now from abc news reporter michelle franzen. >> reporter: violence and bloody clashes filled the streets as pro-russian done straitors battled supporters of the new ukrainian government. tensions flared as flags on government buildings were ripped down and russia's flags raised. ukraine's acting president put the country's armed forces on alert giving the threat of progress aggression. russia's parliament gave president putin the green light to use military force in the ukraine, a blatant defiance of president obama's warning.

>> there will be costs for any military intervention in ukraine. >> reporter: after a high level meeting at the white house, the president phoned putin to express his deep concern over russia's violation of ukraine's sovereignty and breach of international law. he cautioned his russian counterpart to defuse tension by withdrawing russian troops. that message was reiterated at the united nations. after meeting privately the security council heard from several ambassadors in an open televised session over the objections of russia. >> russia's provocative actions could easily push a tense situation beyond the breaking point. >> reporter: if the crisis continues to escalate, the u.s. could stop taking part in preparations for the g-8 summit in sochi. michelle franzen, abc news, new york. >> russia's action sparked a protest yesterday outside the russian consulate in san francisco, the group demanded moscow withdraw from ukraine. another protest will be held today at noon.

president obama is calling on russia to deescalate tensions in ukraine. today on "this week" george stephanopolous goes one on one with secretary of state john kerry about the crisis. this is russian parliament, grant's russian president vladimir putin authority to use the military to protect russian interests in ukraine. you can catch "this week" right here on abc 7 at 8:00. a double amputee olympian, oscar pistorius will go on trial tomorrow fighting charges he murdered his model girlfriend. nicknamed the bladerunner because of his prosthetic legs, pistorius has already admitted to shooting reeva steenkamp in his home last year. he said he mistook her for an instruder, firing four times through a locked door and killing her. the prosecution says pistorius is a gun obsessed risk taker who shot steenkamp in a fit of rage. his defense is, it was a mistake and a reasonable person could have made the same mistake. fair enough but that's a tough defense considering that oscar pistorius shot his own

girlfriend in his own home multiple times, you would think it might be a victory for them if the judge only convicts him of a lesser crime of culpable homicide meaning it was a negligent shooting. if convicted pistorius could faces a life sentence. a conservation group has come up with an innovative way to make water go farther in california. it's a pilot project planned before the drought that's helping millions of birds migrating through california. abc 7 news anchor dan ashley shows us in this morning's assignment 7 report it's helping farmers at the same time. >> reporter: 8 million birds a year travel along the pacific fly-way through california central valley but 95% of the wetlands they depend on are gone, so a lot of large birds now rely on flooded rice fields for a place to rest and east but rice farmers usually drain their fields in january, that means

there's no habitat for smaller shore birds that need wetlands later in february and march. so a non-profit called the nature conservancy has come up with a solution using data from citizen scientists. d ebird where amateur bird watchers post their sightings. >> millions and millions of entries that amateur birders put into it from all over the united states our data scientists process that information and they create this sort of a map which tells us exactly when and where these birds are. >> reporter: scientists combine that with other information to predict the need for bird habitat. we manipulated the images to make it easier to see. darker blue means birds expected but not wetlands available. for example around february 26th, wetlands are needed here, southwest of chico as you could see. fast forward another month, a month later to march 26th, the greater need is going to be here, south of sacramento. >> this is fantastic.

>> reporter: abc 7 news went up to a farm in yuba county and using video shot by the nature conservancy to see how the program works, one of the areas targeted by the computer data. >> we've never before had the ability to look week by week when birds need habitat. >> reporter: scientist mark reynolds points out a huge flock hanging out in a flooded rice field. >> they breed in the high arctic and come down thousands of miles to the central valley of california and they look for habitats like this. >> reporter: the conservancy is paying farmers including doug thomas to keep the fields flooded longer. they submit bids based on their costs. >> we're not adding any water, just holding the stuff we have. >> reporter: a clear case of win/win. >>ed' good for our farms because it sustains us on a financial basis. >> reporter: and helps the yellow legs that need wetlands now. in this first year of the program 4 farmers have created 10,000 ache res of bird habitat,

especially critical in a drought year. >> they're on a wing and a prayer headed through the valley every year and it's neat to be a part of that. >> reporter: dan ashley, abc 7 news. >> the conservancy doesn't want to reveal how much they're paying farmers because the bidding is competitive but they say it's a contemporary way to protect habitats. all of the money comes from private donations. to contribute, we have links at abc7news.com under "see it on tv." some people may say weather is for the birds and also say it's for the rubbers. we have a big race 8k in san jose this morning starting at 8:00 a.m. and you're telling us there's a few showers there right now, huh, lisa in? that's right. little bit of light rain for our friends in the south bay but here in san francisco we could pick up a couple hundreds as well. yesterday we picked up 0.03 in the city and this morning a few light showers are off the coast with the average per march 3.26 inches for the month so getting

going, live doppler 7 hd showing the swathe of moisture offshore and some of this is making it to the ground in the santa cruz mountains and in the south bay a closer look as we check out campbell and willow glen, some light shower activity with the cloudy skies and we'll look for this on and off throughout the day, further up in the north bay from american canyon drive but a few light showers around the delta. sonoma, highway 116 and down by cirrus point looking at a few showers. as we look at the coast, you can see a batch of rain offhere of point reyes and some of this will be rotating in bringing the atmosphere just a little bit of activity throughout the day today. east bay hills looking at cloudy conditions and temperatures ranging from the low to mid-50s. 54 in los gatos in half moon bay, the city sitting at 56 degrees. you can see some breaks in the overcast here, not a whole lot of dynamics with this system but

the atmosphere is presenty moist and we could bring out a couple hundreds throughout the day today. 50 in fairfield. livermore is at 50 and santa rosa 52 degrees. our tower camera almost getting light out there. scattered showers throughout the forecast throughout the day today, and we'll look for another chance of rain tomorrow, the dry day out of the work week looks to be tuesday and then again on friday. so as we take a look at the pacific satellite picture, you can see all the cloud cover offshore but it takes more than clouds to bring us some rain, you need that lift, the dynamics in the atmosphere not a whole lot associated with this but still some of this will reach the ground and bring not only the clouds but a few light showers throughout the day today. you've got that going for us. the couple of hours featuring shower activity right on through 9:00 into 10:00, so if you're headed out, don't be surprised if you do see a few light showers but there will be plenty of dry areas as well. so we're going to call it widely

scattered showers throughout the day today, 7:00, we've got cloudy skies and temperatures on the mild side mid and upper 60s. so there's our chance of rain tomorrow, tuesday a stronger system comes in wednesday, thursday, not amounting to a whole lot but at least the weak high pressure is not strong enough to keep the storms away so we're allowing for a couple disturbances to visit us through the week ahead. the accuweather seven-day forecast mid and upper 60s today with a chance of scattered showers through tomorrow, better chance wednesday, thursday, and then we're dry on friday. temperatures though feeling more like spring. so abc 7 news is another great weather story following live tapler 7 hd on twitter for the weather conditions, supposed to get video forecasts and power outage information from your favorite weather team. so it's not much but it's a little bit of something out there, so don't be surprised if

good morning. thanks for joining us. we're starting this half hour with a quick look at the weather. here's meteorologist lisa argen and we're still seeing showers in the south bay, lisa? >> yes, we are that moist onshore flow with us throughout the day today. live donor it 7 hd showing the cloud cover and the green representing the light showers that are pushing through the santa cruz mountains and ending up on the other side in parts of highway 101 and the south bay. so if you're headed out early this morning, don't be surprised in willow glen to see a few light showers as well as santa clara, and well towards the north bay notice highway 80 by vallejo looking at a few showers as well as sonoma. temperatures are mild with all

the cloud cover, low to mid-50s in at 54 and the forecast throughout the afternoon much of what we have right now which is cloud cover, the chance of intermittent showers and the bulk of the day will be looking at mostly dry conditions but upper 50s to upper 60s around the bay, so if we see anything at all it should be light but definitely showers out there, so it will keep a little gray and damp out there for you this sunday. matt? >> thanks, lisa. breaking news, firefighters are at the scene of a two-alarm fire in san leandro. this is new video we are about to show you. the almeida county fire department says flames were reported at a home on altamont road just before 5:00 this morning. there are no evacuations because of the fire and no injuries reported. a fierce storm is moving acro across the country bringing heavy snow and ice and a lot of accidents. in denver more than 100 cars were tangled up in a deadly crash on i-25 yesterday. here's abc news reporter alex perez.hbi

>> reporter: in just seconds a saturday morning turned to chaos in colorado snow and ice blamed on the pile-up in denver killing at least one person after temperatures plummeted 42 degrees in just one day. in montana three people are recovering in the hospital after an avalanche came crashing into their homes, the entire town coming together with shovel in hand digging them out, including an 8-year-old boy who was playing outside. now another message the storm on the move, the winter that just won't quit. >> it's terrible. it's not fit for man nor beast. >> reporter: in new storm narrow but long impacting over 100 million people along the way snow, ice, freezing rain from kansas in the central plains through the ohio valley and charging eastward, dumping a wintry mix on the east coast by monday. look at this, not even the mighty niagara falls a match for mother nature's biting cold. 60% of the rushing waters frozen. from arkansas all the way to

west virginia they are keeping a close watch on power lines, the heavy ice this new storm is bringing could lead to widespread power outages. >> that system is expected to hit the east coast tomorrow. snowboarders and skiers have taken full advantage of the fresh powder on lake tahoe. new details the latest rain helped rally marin's endangered cojo salmon. the marin independent journal rains last month helped facilitate the fish from the seed of the spawning grounds. it was said to be in danger after its population dipped to all-time lows four years ago but with enough good rainfall officials believe 2014 could be a strong year for the species. when the oscar telecast is over the governor's ball begins. it's the official party of the

the second half put gonzaga up by 30. st. mary's gets blown out at home. gonzaga will be the top seed in this week's wcc tournament. stanford stars today made their final regular season a great one against washington state, scored a high 37 points and pulled down 13 rebounds, she's going to be missed next season. sanford improves to 28-2 with an 84-64 victory. the cougars have never beaten the cardinal women. it was also senior night in berkeley the cal women took on washington. among the seniors knocks down three of her game high 24 but the huskies spoil the festivities, davis from san jose scored 20. 75-65 was the final. cal is still the number two seed in this week's pac-12 tournament. one of the great stories for the athletics was the emergence of sonny gray.
